While closing the conference for county chiefs and their deputies, who serve in the Ministry of Local Government, which lasted three days at Pope Paul Hotel in Ndeeba, the Second Deputy Prime Minister and Treasurer of the Kingdom, Honourable Robert Waggwa Nsibirwa, emphasised the importance of punctuality, dressing, behaviour, and speech as key indicators of a true leader.

He noted that people are more likely to follow those who lead by example rather than those who only talk. 'Leaders are judged by their actions, not words,' he stated.

He advised them to achieve something significant each year to avoid making excuses, emphasising that leadership is a responsibility that must be fulfilled with creativity and strategies to enable the county to generate income and develop.

He urged them to confront anyone who disrespects the kingdom with the intent to weaken the throne. At public functions, they should deny such individuals a platform, avoid them, and make their mistakes known so they can learn from them.

Earlier, Honourable Waggwa Nsibirwa had given a lecture on 'Federalism by Deeds' and mentioned that Buganda has progressed and is now aware of its direction.

The Minister of Local Government and Buganda Affairs, Honourable Joseph Kawuki, asked the chiefs to review the discussed issues that may affect their leadership and make necessary corrections. He explained that this is why they were provided with kingdom books and documents, including a book outlining tasks, the budget book, and the procurement manual.

On the topic of culture and tradition, Clan Leader Namwama taught the representatives about the rituals of funeral rites, income and expenditure related to them, the duties of the heir, and the responsibilities of the chief celebrant (omusumisi)

The conference was officially opened by the Prime Minister and included various instructors who taught on different topics such as work ethics, leadership, federalism by deeds, and others.
