Unity among chiefs across different levels is key to effective service delivery to the Kabaka's people.
Katikkiro's message was delivered by the Minister for the Lukiiko, Cabinet, and Affairs of the Katikkiro’s Office, Owek. Noah Kiyimba, who represented him at the ceremony to install the new County Chief of Buluuli, Owek. Robert Ssonko Kaboggoza, and his deputies, were held at the county headquarters in Nakasongola, Buluuli.
In the Katikkiro's message, Owek. Kiyimba congratulated the people of Buluuli on the appointment of their new leader and urged them to focus on:
- Preserving and protecting the Kabaka’s assets and heritage.
- Planting the Kabaka’s forest.
- Cultivating coffee and promoting agriculture.
The minister also emphasized the importance of strengthening the development plans for the county and fostering unity between the leaders and the people they serve.

Owek. Joseph Kawuki, the Minister for Local Government, the Kabaka’s Visits, and Buganda’s External Affairs, also addressed the gathering on behalf of Buganda Lukiiko. He welcomed the new leaders and encouraged them to:
- Remain unwavering in their loyalty to the throne.
- Demonstrate confidence and assertiveness in their roles.
- Avoid complacency in the execution of their duties.
- Uphold morals and cultural values.
Owek. Kawuki stressed the significance of the treaty between the Kabaka and President Yoweri Kaguta Museveni, particularly on the return of Buganda’s assets and the restoration of its historical sites.
He urged government institutions, presidential representatives, and security agencies to review and adhere to the terms of this treaty to prevent unnecessary conflicts among the people.
He further stated that if the government initiates any action, it must abide by the Constitution and implement fair policies that benefit the people of Buganda and support county leaders in their responsibilities.
