The Speaker of the Buganda Lukiiko, Hon. Patrick Luwaga Mugumbule, has led an initiative to monitor and ensure that the services of the Buganda Lukiiko reach the Kabaka’s subjects wherever they are. It is the responsibility of every representative to convey the views and concerns of the people they represent and to provide feedback on decisions made during sessions of the Buganda Lukiiko and its committees.

This initiative was taken to Buvuma County, where the Speaker, Hon. Patrick Luwaga Mugumbule, explained how the Buganda Lukiiko is works in accordance with the Kingdom’s structures and traditions.

Participants were informed that within the Buganda Lukiiko, members debate various issues raised by the Speaker. The Speaker is responsible for giving every member an opportunity to express their views. Members are expected to debate only the items listed on the agenda, listen attentively, present their views respectfully, and document proceedings for proper follow-up.

The Buganda Minister for the Lukiiko, Cabinet, and the Katikkiro’s Office Affairs, Hon. Noah Kiyimba, urged the Kabaka’s representatives to support Hon. Mbuubi in strengthening the County and reminded them that the responsibilities entrusted to them by the Kabaka are theirs to own, as they are the rightful custodians of their communities.

On the issue of declining fish stock, Hon. Kiyimba advised the community not to worry about the depletion of lake resources but to explore alternative sources of food and income.

Hon. Micheal Mboowa, the County Chief of Buvuma, reported to the Speaker the growing apathy among parish and village leaders who no longer actively participate in council meetings. He noted that this has hindered the smooth running of activities. He further highlighted that some central government officials continue to occupy the Kingdom’s buildings, which has disrupted operations, while many of the buildings are in poor condition and urgently need renovation.

The Kabaka’s representatives attending the session were given the opportunity to ask questions, which were addressed by the Speaker.

This initiative will continue to be rolled out across all counties of Buganda.
