Katikkiro Mayiga Urges Cabinet to Accelerate Service Delivery in 2026
The Buganda Kingdom Cabinet during a recent session at Bulange, Mengo. Mengo – The Katikkiro of Buganda, Owek. Charles Peter Mayiga, has called on ministers in the Kingdom’s Cabinet to intensify their efforts in 2026, describing the year as critical for accelerating service delivery to communities.
He made the remarks while addressing the first Cabinet meeting of 2026, held at Bulange, Mengo, where ministers reviewed achievements from 2025 and discussed priorities for the remainder of the 2025/2026 financial year.
Review of 2025 Achievements
In his address, Katikkiro Mayiga commended ministers and heads of Kingdom institutions for their performance in 2025, describing the year as one of significant progress despite challenges.
He highlighted the success of the “Emwanyi Terimba” programme, which has contributed to improved household incomes across Buganda. He also praised prudent financial management, noting that while the approved budget for the 2025/2026 financial year stood at UGX 257 billion, actual revenue collections exceeded expectations, reaching UGX 264 billion.
According to the Katikkiro, this performance demonstrates continued public confidence in the Kingdom’s administration. He further pointed to progress in education and the restoration of cultural heritage sites as key milestones.
Call for Greater Effort in 2026
Despite the gains made, Owek. Mayiga stressed that 2026 demands even greater commitment, urging ministers and agency heads to “step up” efforts to ensure the effective implementation of the Kingdom’s UGX 305 billion budget for the year.
“While last year involved many ceremonial and administrative engagements, the journey towards Butikko requires us to increase our pace,” he said.
“Our leaders must demonstrate innovation, dedication, and selfless service to His Majesty the Kabaka and the people.”
Key Priorities for 2026
The Cabinet outlined several priority areas for the year ahead, including:
Youth Empowerment: Training 5,000 young people in digital skills through the Buganda Digital Hub initiative.
Health and Education: Completion of Early Childhood Development centres and strengthening health services across the Kingdom’s counties.
Financial Sustainability: Reducing reliance on external support by expanding internal revenue streams and strengthening commercial partnerships.
Land Protection: Continued defence of Kabaka’s land through the Buganda Land Board, with a focus on preventing unlawful evictions.

The Katikkiro emphasised that 2026 leaves no room for complacency. He also called on the people of Buganda to maintain peace and unity, particularly as Uganda approaches the 2026 general elections.
The meeting concluded with ministers reaffirming their loyalty to His Majesty Kabaka Ronald Muwenda Mutebi II and their commitment to advancing the dignity and development of the Buganda Kingdom.
