Draft Bill to Strengthen the Use of Land and Buildings in Buganda

A draft bill aimed at guiding the proper use of land and buildings in the Kingdom has been discussed during a two-day retreat held at the Buganda Tourism Centre in Mengo.

The meeting was organized by the Buganda Land Board and the Ministry of Lands and Buildings in the Kingdom, with the goal of promoting planned and sustainable development in Buganda.

The Second Deputy Katikkiro and Buganda Treasurer, Hon. Robert Waggwa Nsibirwa, urged those drafting the bill not to overlook the importance of culture and tradition, emphasizing that these should be seen as key principles rather than barriers to progress.

“Our foundation lies in our traditions and culture. However, some people use them as an excuse to delay or block progress. We should instead think of ways to preserve our heritage while moving forward, and view our culture as an opportunity for development and income generation,” said Hon. Nsibirwa.

The Minister for Lands and Buildings in Buganda, Hon. David F.K. Mpanga, assured participants that the bill will continue to be refined and is expected to reach the Cabinet within three months. He reminded everyone that all recommendations must be made within existing realities to avoid challenges during implementation.

The Managing Director of Knight Frank Uganda Limited, Ms. Judy Rugasira Kyanda, encouraged all stakeholders to carry out their work digitally to maintain high professional standards and improve efficiency.

The meeting was attended by Attorney General Hon. Christopher Bwanika, Chief Namwama Augustine Kizito Mutumba, Chief Namugera Kakeeto, and several other officials and representatives.
