Sub County Staff and Deputies
SUBJECT: GUIDELINES ON THE USE OF LEADERSHIP TITLES AND NAMES IN LOCAL GOVERNMENT
Greetings to the Kabaka's staff, and thank you for all your service.
This memo addresses the inappropriate use of titles and names among leaders and various members of the King's staff. The following guidelines must be adhered to:
Honourable Title: Only individuals who sit in or represent the Buganda Kingdom Parliament are entitled to be called "Honourable." No other staff members or servants qualify for this title.
Official Title: The title "Official" is reserved for those who head Royal institutions or Royal companies at the highest level. Others should not use this title.
Please ensure these guidelines are strictly followed.
Examples to Clarify Title Usage:
Deputies: Deputies at any level should be referred to as Mr. or Mrs. followed by their rank, such as First Deputy, Second Deputy, etc.
Department Heads or Office Managers: These individuals should be addressed as Mr. or Mrs. followed by their specific position, without using the titles Minister, Commissioner, or Official.
It is not right for a staff member or servant to rank themselves based on their order of appointment (e.g., "the twentieth county officer" or "the eighth sub-county officer"). The correct form is simply the title of their position (e.g., "county officer" or "sub-county officer").
Incorrect Combination of Names:
It is incorrect to combine the names of the Kingdom staff with their titles (e.g., "Omwami wa Ggombolola Ssaabaddu Kajjongolo Kassanda").
The correct form is to state the position and the individual's name separately (e.g., "The Ssabaddu Kassanda sub-county is led by Kajjongolo").
In areas without an official title for the presiding staff member, the local Royal title can be used. For instance, "The sub-county is called Ssaabawaali Bukoto and the leader's name is Ssaabawaali."
